What Military Decision-Making Teaches Us About AI Governance

Every enterprise deploying AI today faces a familiar challenge: how do you delegate critical decisions to a system you can't fully predict, maintain accountability when things go wrong, and still move fast enough to stay competitive?
The military has been solving this exact problem for centuries. Long before anyone coined the term "artificial intelligence," military leaders developed rigorous frameworks for delegating authority, managing uncertainty, and operating effectively when the stakes are life and death. After twenty years of Marine Corps leadership and thousands of hours in the cockpit where split-second decisions are routine, I've watched these frameworks prove themselves under the most demanding conditions imaginable.
What surprises most business leaders is how directly these principles translate to AI governance. The core challenge is identical: you need autonomous systems (whether human or machine) executing decisions at speed, while maintaining alignment with organizational objectives and preserving the ability to intervene when conditions change.
The OODA Loop: Building AI Systems That Actually Learn
Colonel John Boyd's OODA Loop — Observe, Orient, Decide, Act — is arguably the most influential decision-making framework in modern military history. Boyd's insight wasn't just that decisions happen in stages. It was that the side cycling through those stages faster gains an insurmountable advantage.
Most enterprise AI deployments break down at the Orient phase. Companies build elaborate systems to observe (collect data) and act (generate outputs), but they skip the critical step of orienting — placing new information in context against existing mental models, cultural biases, and previous experience. Without orientation, you get AI systems that process data without understanding it.
Speed without orientation is just chaos moving faster. The same principle that determines air combat outcomes determines whether your AI initiative creates value or creates risk.
In practice, this means your AI governance framework needs four distinct feedback mechanisms, not just one:
- Observe: Real-time monitoring of AI outputs, drift detection, and anomaly identification. What is the system actually doing right now?
- Orient: Contextual analysis that compares current behavior against business objectives, regulatory requirements, and historical performance. Does this output make sense given what we know?
- Decide: Clear escalation protocols that determine when human intervention is needed and who has authority to act. Who decides what to do about it?
- Act: The ability to adjust, retrain, or shut down AI systems rapidly when the situation demands it. Can we actually execute the correction?
The organizations that cycle through this loop fastest — not the ones with the most sophisticated models — are the ones that win. Boyd would have recognized the pattern immediately.
Commander's Intent: Telling AI What to Achieve, Not What to Do
In the Marine Corps, every order begins with the commander's intent: a clear, concise statement of the desired end state. It answers the question "what does success look like?" without prescribing exactly how to get there. The reason is practical. No plan survives first contact. If subordinate leaders only know their specific tasks but not the broader objective, they can't adapt when conditions change — and conditions always change.
This is directly analogous to how organizations should define objectives for AI systems. Too many companies deploy AI with detailed instructions (optimize for this metric, follow this decision tree, weight these factors) but never articulate the actual intent. When conditions shift — a market disruption, a new regulation, an unexpected edge case — the system has no framework for adaptation because it was never told what success actually means in broader terms.
Commander's intent is not the same as a mission statement on a wall. It is an operational constraint that every decision gets tested against. Your AI governance framework needs the same kind of anchor.
Effective AI governance translates commander's intent into what I call "objective boundaries" — clearly defined outcomes the system should pursue, paired with clearly defined outcomes the system must avoid, with flexibility in between. A customer service AI's intent might be: "Resolve customer issues with minimal friction while preserving long-term customer relationships. Never commit the company to financial obligations above $500 without human approval." That gives the system room to operate intelligently while maintaining alignment with what the business actually cares about.
The key discipline is articulating intent at the right level of abstraction. Too vague, and the system has no meaningful guidance. Too specific, and you've eliminated the flexibility that makes AI valuable in the first place.
Mission Orders vs. Detailed Orders: Calibrating AI Autonomy
Military doctrine distinguishes between mission orders and detailed orders. Mission orders tell a unit what to accomplish and why, leaving the how to subordinate judgment. Detailed orders specify exactly how to execute, step by step. Neither is inherently superior. The choice depends on the situation, the capability of the executing unit, and the consequences of failure.
AI governance requires exactly the same calibration. Some AI applications should operate with broad autonomy — a recommendation engine suggesting products, for instance, where the downside of a poor suggestion is minimal. Others demand tight constraints — an AI system approving financial transactions or making medical recommendations, where errors carry serious consequences.
The military uses three factors to determine which approach fits, and they translate cleanly to AI governance:
- Trust in the executing element. In the military, this is built through training, shared experience, and demonstrated competence. For AI, trust is built through validation testing, performance history, and transparency of reasoning. You don't give a newly formed unit a mission-type order on day one. You shouldn't give a newly deployed AI model broad autonomy either.
- Reversibility of outcomes. If the consequences of a bad decision can be easily corrected, broader autonomy is appropriate. If the decision creates irreversible outcomes — a missile launch, a contract commitment, a public statement — tight controls are essential.
- Speed requirements. When the tempo of operations demands faster decisions than human review allows, you must delegate more authority. But you compensate by investing heavily in training (for people) and validation (for AI) beforehand.
Trust in AI systems should be earned incrementally, the same way trust is earned in any chain of command — through demonstrated performance under progressively challenging conditions.
The practical application is a tiered autonomy model. Start with detailed orders: the AI recommends, a human decides. As the system demonstrates reliability, graduate to mission orders: the AI decides and acts within defined boundaries, with humans monitoring and intervening on exceptions. This isn't just good governance. It is how you build the organizational confidence needed to actually capture AI's value.
After Action Reviews: The Discipline Most Organizations Skip
The After Action Review is perhaps the military's most underappreciated contribution to organizational learning. An AAR is a structured debrief conducted after every significant event — successful or not — built around four questions: What was supposed to happen? What actually happened? Why was there a difference? What will we do differently next time?
The power of the AAR isn't in any single session. It is in the discipline of doing it consistently, honestly, and without blame. In the military, rank is checked at the door during an AAR. A lance corporal can tell a colonel that the plan had a flaw, and that input is valued because it makes the unit stronger.
Most organizations deploying AI skip this step entirely. A model gets deployed, and unless something goes visibly wrong, no one revisits whether it is actually performing as intended. Drift goes undetected. Edge cases accumulate. Assumptions that were valid at deployment become invalid as conditions change.
An effective AI governance framework builds AARs into the operational rhythm:
- Scheduled reviews at fixed intervals examining model performance, output quality, and alignment with business objectives.
- Event-driven reviews triggered by anomalies, complaints, or significant decisions — analyzing not just what the system did, but why.
- Cross-functional participation that includes technical teams, business stakeholders, and end users. The people closest to the AI's actual impact often see problems that dashboards miss.
- Documentation and action tracking that ensures findings translate into actual improvements, not just meeting notes.
Human Override: The Non-Negotiable
In aviation, every automated system has a manual override. Every single one. It doesn't matter how reliable the automation is or how thoroughly it has been tested. The pilot always retains the ability to take direct control. This isn't a lack of confidence in the technology. It is a recognition that no system, however sophisticated, can anticipate every possible scenario.
AI governance demands the same principle. Every AI system operating in your enterprise should have a clearly defined human override mechanism — not buried in a settings menu, but immediately accessible to the people responsible for the system's outputs. The override authority should be assigned to specific roles with clear escalation paths. And exercising the override should never be treated as a failure. It should be treated as the governance framework working exactly as designed.
The goal of human-machine teaming is not to remove humans from decisions. It is to put humans in a position to make better decisions, faster, with more information and fewer routine distractions.
Bridging the Gap
The military has spent decades refining how humans and complex systems work together under pressure. These aren't theoretical frameworks developed in classrooms. They were forged in environments where poor governance gets people killed.
Enterprise AI governance doesn't carry those same stakes, but the underlying challenges are remarkably similar: delegating authority to systems you can't fully predict, maintaining accountability across distributed decision-making, building trust incrementally, and learning continuously from both successes and failures.
The organizations that get AI governance right won't be the ones with the most advanced technology. They will be the ones that bring the most disciplined thinking to how that technology is directed, monitored, and improved. The frameworks already exist. They have just been wearing a uniform.
